Now that would be cool. The problem is it's so vague whether a group of things fit into the same topic or not. I'm sure there is a cleaver way to word it where you could get that done or at least improve on the current situation.
Maybe someone should have to read the bill aloud in congress with at least one other person present for it to be allowed to be law. The affordable healthcare act in its current form would never be able to pass because it would take more than a human lifetime to read the whole thing.
