In Countries Facing Scorching Heat, Shade Trees and Cheap Cooling Strategies Gain Traction

I really fail to understand, why isnt focus is made on planting trees wherever possible? Why don't ppl plant fruit trees outside the houses? it will feed soo many ppl.

Is growing trees a hell of task, that everyone needs to be dependent on govt?
