If the lock is not being used, the clock will continue to tick. If the lock isn't being used then the clock won't be ticking again.

Just an inherent problem with distributed systems that at some point can't be solved

This is actually a bit shocking to me that it wasn't built into s3

Wasn't absolutely needed for what S3 is but has grown to need it
